Current event: if they have such blatant disregard for the law at their?

Gangs of black boys like this seem to be in a war to prove they are top dog. Their parents should be jailed too, and anyone in a gang or parading through the streets with a knife should be jailed for 5 years like the adverts say. Whats the point in having a penalty for carrying a knife if nothing is done about it?
